The following regulations have been published:

  • The Customs Tariff (Preferential Trade Arrangements) (Amendment) Regulations, SI 2022/613. These Regulations update references in the principal Preferential Trade Arrangements Regulations (SI 2020/1457) to the most recent preferential tariff reference documents applicable in respect of the preferential trade arrangements with various countries or territories. The Regulations also reflect the accession of Colombia to the Trade Agreement establishing an Association between the UK and the Andean Countries.
  • The Customs (Amendments and Miscellaneous Provisions) Regulations, SI 2022/615. These Regulations update references to various documents containing information on the classification of imported goods (commodity codes) following updates made by the World Customs Organisation and other changes to commodity codes.
  • The Customs (Miscellaneous Amendments) Regulations, SI 2022/628. These Regulations reduce and simplify the conditions that must be met before certain premises can be approved as a temporary storage facility for the storage of imported goods. The Regulations also make provision concerning the use of simplified processes for the declaration of imported goods.
  • The Customs (Safety and Security Procedures) Regulations, SI 2022/633. These Regulations amend the retained version of the Union Customs Code to streamline customs safety and security declaration requirements. These changes include the extension of the waiver from the obligation to submit pre-arrival entry summary declarations for imports from countries where such declarations were not required before Brexit. This is part of the UK government’s decision to delay checks that otherwise would have been required from 1 July 2022.

The following guidance has been updated:

  • Notice 252: valuation of imported goods for customs purposes, VAT and trade statistics: sections 3.16 and 28.3 have been updated to clarify the procedure for price adjustment. Section 37 (list of products covered by simplified procedure values) has been updated. New examples have been added in sections 26.1, 26.2 and 26.3.
  • Notices made under the Customs (Import Duty) (EU Exit) Regulations, 2018/1282: a draft public notice covering conditions on the use of simplified customs declarations in free zones has been added.
  • Pay no import duty and VAT on medical supplies and protective equipment brought in due to coronavirus (COVID-19): updated because the relief has expired.
