Taxes on labour accounted for around half of all revenues, although the share of consumption taxes such as VAT and excise duties (one third) and capital taxes (one fifth) have increased slightly. Average corporate income tax rates continued to fall, but more slowly than in recent years. Personal income tax rates have remained broadly stable.
