HMRC have decided to disband the Joint Forum on Expatriate Tax and NICs (the Expat Forum) informing members that the ‘group’s effectiveness has reduced with an increasingly long list of unresolved issues’ and suggesting that many of the live issues would be more suitably dealt with via other channels.
Steve Wade Partner at EY and outgoing Co-Chair of the Expat Forum commented: ‘Whilst I agree it had become ineffective the main reason was HMRC's in ability to reach decisions and agree changes to resolve problems. Meeting after meeting we were told progress was being made but given no evidence or proof of it. HMRC appear to always need another internal discussion with no regard to the issues facing taxpayers.
‘A re-occurring theme was that HMRC were getting up to date. After each meeting forum members would demonstrate this wasn't the case.’
