HMRC consultation deadlines extended

The government is to extend the deadlines for responses to ten tax policy consultations by three months, to ensure those affected by coronavirus-related disruption retain their opportunity to comment. Those consultations, along with revised closing dates, are:

  • HMRC Charter: 15 August 2020.
  • Tax treatment of asset holding companies in alternative fund structures: 19 August 2020.
  • Plastic packaging tax: policy design: 20 August 2020.
  • Notification of uncertain tax treatment by large businesses: 27 August 2020
  • Preventing abuse of the R&D tax relief for SMEs: second consultation: 28 August 2020.
  • Tackling construction industry scheme abuse: 28 August 2020.
  • Raising standards in the tax market: 28 August 2020.
  • Taxation impacts arising from the withdrawal of LIBOR: 28 August 2020.
  • Hybrid and other mismatches: 29 August 2020.
  • Vehicle excise duty: 3 September 2020.

The consultation on duty-free and tax-free goods carried by passengers and on the VAT treatment of overseas goods will close on 20 May 2020 as originally planned, given that the outcome will affect businesses from the end of the Brexit implementation period.

The government has also confirmed its intention to push ahead with its review of business rates, with a call for evidence expected in the coming months.

Alongside the consultation extensions, the publication of certain documents announced at Budget 2020 will be deferred until autumn 2020. This will include work on tax conditionality and a consultation on stronger penalties for tobacco tax evasion.

The government will also set out in due course dates for publication of other tax policy documents, including consultations on aviation taxation and disguised remuneration schemes.
