Minutes from the January 2025 meeting of the non-dom expert sub-group chaired by HMRC and including members from the representative bodies reflect discussions on guidance to accompany the Finance Bill 2025 changes. HMRC are aiming to have ‘some guidance’ ready before the start of 2025/26 to ‘give more certainty and clarity on how the new rules apply’. After Finance Act 2025 receives royal assent HMRC will seek external feedback on (presumably further) draft guidance. In terms of the development of HMRC manual guidance the meeting noted it would be helpful to highlight what material is new and what has been transposed from existing manuals.
