Remaining in the single market is the option that would lead to the least impact on supply chains. A free-trade agreement would need to be of sufficient breadth and depth to ensure that supply chains are not impacted. Trading entirely on WTO terms with no side agreements would introduce disruption well in excess of the costs of tariffs on manufactures, the report argues.
