Lords call for halt to Scotland Bill

The Lords Economic Affairs Committee has said it wants to see further consideration of the Scotland Bill halted until the UK and Scottish governments have agreed and published the devolution fiscal framework underpinning new tax and spending powers for Scotland.

The Lords Economic Affairs Committee has said it wants to see further consideration of the Scotland Bill halted until the UK and Scottish governments have agreed and published the devolution fiscal framework underpinning new tax and spending powers for Scotland. In the committee’s report, A fracturing union?, it was strongly recommended that the Bill did not proceed to committee stage until the devolution fiscal framework is published. The Bill had its second reading in the House of Lords on 24 November. Committee stage is scheduled to begin on 8 December.
