The NAO report on MTD for ITSA released on Monday 12 June will have made uncomfortable reading for HMRC. The NAO says that following repeated delays the programme is now expected to cost five times the original 2016 forecast and that HMRC omitted significant costs to customers from its business case when seeking approval for further funding. The NAO also found that HMRC’s original 2016 plan to introduce MTD by 2020 was unrealistic with the department failing to assess the scale of work required from the outset.
