So once again we sit down to sift through the wealth of press releases notes and statements to determine the impact of announcements in the Pre-Budget Report (PBR). Solicitors are presumably consigning precedents for nil-rate band discretionary trust Wills to the waste-paper basket. Accountants will hastily be reviewing capital gains tax advice given to clients and either urging a quick sale before the demise of taper relief or devising clever uses of options to defer transactions until the new rate comes in whichever might prove the more beneficial.
