As part of the Pre-Budget Report on 5 December 2005 the Treasury announced in PN04 consultation on a brand new property tax on the increase in land value following the grant of planning permission. A consultation document was also issued setting out what appears to have been considerable preparation already undertaken by HMRC and the Treasury (the consultation appears to be about 'how' and not 'if').
