Loan charge review to be led by former NAO chief executive

Prime Minister Boris Johnson has announced his intention to instigate an independent review of the loan charge. Speaking at his first prime minister’s questions session on 4 September, Johnson described the loan charge as ‘a very, very difficult issue’.

It has since been confirmed that the review will be led by Sir Amyas Morse, the former comptroller and auditor general and chief executive of the National Audit Office. The review will focus on the impact of the loan charge on individuals who have directly entered into disguised remuneration schemes. The review will report and provide independent recommendations to the government by mid-November. While the review is ongoing, the loan charge remains in force, in line with current legislation.
