The people working on the draft property authorised investment funds (‘PAIFs’) legislation in the winter of 2007/08 expected there to be a time-lag between the legislation coming into effect in April 2008 and the first PAIF to go live but certainly did not expect it to be over two years. Obviously the state of the property market has been a drag on product development but even so the delay has been disappointing given the tax advantages PAIFs offer.
