Stamp Duty Land Tax

 
Mike Boutell of CMS Cameron McKenna considers whether the implementation of SDLT has been a success
 
At the close of the Committee debate on stamp duty land tax (28 April 2004) Ruth Kelly (Financial Secretary to the Treasury) said:
 
'Stamp duty land tax was successfully implemented on 1 December 2003 replacing stamp duty on land transactions within the UK. One commentator has been quoted as saying that that increased the percentage of property deals on which tax is paid at the full rate from 40 to 80% …'.
 
Has the implementation been as successful as claimed? If it is measured purely in terms of the extent to which revenue is increased — and Ruth Kelly seems to suggest that this is the correct...
