Tax disputes: HMRC's code of governance

The back story

In a speech given to the 2012 Tax Journal conference Edward Troup HMRC’s new tax assurance commissioner said that 90% of the tax parliament expects to collect each year is paid without the need for any intervention (a further 3% is collected through investigation or enquiry and the remaining 7% represents the tax ‘gap’).

To maintain this high level of ‘obedience’ there must be integrity and respect for the tax system. Those foundations have been challenged in recent months with HMRC being attacked over alleged ‘cosiness’ with big business and facing the perception – promoted by sections of the media – that large corporates get generous tax concessions not available to ordinary taxpayers.
