UK/EFTA social security convention

The Social Security (Iceland) (Liechtenstein) (Norway) Order, SI 2023/1060, gives effect to the new Convention on Social Security Co-ordination between Iceland, Liechtenstein, Norway and the UK. The agreement (set out in the Schedule to the Order) is designed to:

  • protect social security benefits where individuals move between the UK and the EEA/EFTA countries;
  • ensure that individuals and employers are not liable for social security contributions in the UK and the reciprocating state at the same time; and
  • maintain entitlement to healthcare via the European health insurance card scheme and the UK’s global health insurance card.

The convention will come into force in the month following notifications from the UK and at least one of the other parties.

In relation to matters devolved to the Scottish Parliament which are affected by the convention, the Social Security (Iceland) (Liechtenstein) (Norway) (Further provision in respect of Scotland) Order, SSI 2023/282, makes the necessary changes to ensure the convention can be implemented correctly.
