Two documents were published on the HM Treasury website on 22 February 2010. The new draft Tax Framework for Business received a good deal of media interest setting out the Government's commitment to consult ahead of tax changes publish draft legislation and assess proposed changes against a set of principles. Those principles are competitiveness fairness minimising distortions simplicity certainty and lowering admin and compliance costs.
Less heralded was the joint HM Treasury and HMRC consultation document setting out detailed simplification proposals for some of the rules in TCGA 1992 that affect the chargeable gains of corporate groups.
