The Welsh government has published its Tax policy work plan for 2020/21, setting out areas of tax policy focus for the Welsh government. The work plan sets out the research, reviews and other activity which the Welsh government will be undertaking for the remainder of the current parliamentary session (due to end before elections which are scheduled for 6 May 2021, unless the Senedd decides to extend the current session).

The plan focuses on three themes:

  • develop tax policy as fairly as possible, aligned with Welsh government policy priorities, and in collaboration with stakeholders (including seeking the power to introduce a new vacant land tax);
  • operate and develop Welsh taxes within a UK context (including considering whether further taxes should be devolved); and
  • increase knowledge and understanding about taxes in Wales (including looking at the potential impact on Welsh taxpayers of changes to the Welsh rates of income tax).
