Welsh government unveils draft Budget for 2019/20

The Welsh government has published its draft revenue Budget for 2019/20 and capital plans for the two years to 2020/21. This will be the first Budget to include revenues raised from Welsh rates of income tax as Wales gains the partial power to set and vary income tax for the first time.

The Welsh government has published its draft revenue Budget for 2019/20 and capital plans for the two years to 2020/21. This will be the first Budget to include revenues raised from Welsh rates of income tax as Wales gains the partial power to set and vary income tax for the first time. The Welsh Government’s plans include:

  • The first Welsh rates of income tax will be set at 10p from April 2019, leaving the overall rates in line with those paid by taxpayers in England and Northern Ireland.
  • No changes are proposed to land transaction tax rates and bands.
  • Landfill disposal tax rates will rise in line with inflation.

The outline draft Budget is the first stage of the Budget, which sets out where Wales’ funding comes from and how it is allocated to the main spending departments. Scotland’s finance minister, Derek McKay, has announced that he will present the Scottish draft Budget for 2019/20 on Wednesday 12 December.
