The Financial Times (21 September) reports concern among airlines that air passenger duty could be scrapped and replaced by a levy on planes. Flight operator Flybe warns that a move to a per-plane levy, designed to penalise carriers that take off with half-empty aircraft, would disproportionately affect regional airlines which tend to carry smaller numbers of passengers more frequently.
