With the exception of pensions, where HM Treasury has promised some announcements, the March 2016 Budget was not expected to be a very big occasion. But George Osborne has raised the stakes by warning that a more downbeat economic picture means that he may have to revisit the decisions on public spending he announced only four months ago.
