As I suspect others have already commented HMRC’s document Overview of Tax Legislation and Rates (‘overview’) helpfully sets out the forthcoming changes to tax legislation. I propose to adopt HMRC’s layout. So this article looks at stamp taxes in the context first of what was announced in the Budget 2011 and which will be legislated in the Finance Bill 2011; second what had been previously announced and which will be legislated in the Finance Bill 2011; and finally new tax changes announced in the Budget 2011 but which will not be legislated until after further consultation (perhaps in the Finance Bill 2012).
