Having published
draft Finance Bill legislation for consultation over the summer, the government
is moving back to the ‘new’ autumn Budget timetable, followed by a Finance Bill
which will proceed through Parliament in time to receive royal assent before
April 2021. That Budget could potentially be held on 18 November 2020, based on
an assumption set out in Excise Notice 85c.
The notice explains
the restrictions on tobacco products which can be removed to home use, and has
been updated to extend the restrictions on products that can be removed for
home-use before the Budget (in anticipation of a duty increase) to include
hand-rolling tobacco. Interestingly, for the purposes of the notice, Budget day
is to be read as 18 November 2020.
