CIOT highlights difficulties with Scottish approach to taxation

A CIOT survey of tax professionals in Scotland, undertaken in the context of a Scottish Parliament finance committee enquiry, has highlighted that while support is high for the Scottish government’s approach, based on the four principles of proportionality, certainty, efficiency and convenience, these aims may be harder to achieve in practice, with only 24.1% of respondents thinking they are achievable.

The CIOT/ATT submission suggests that one way of translating the principles into practice could be to enshrine them within legislation, having a body such as the Scottish Fiscal Commission take responsibility for reviewing tax legislation against the four values.

There was strong support among respondents for ensuring that Scotland’s devolved taxes align with the rest of the UK, which would be most likely to reduce complexity, costs and uncertainty for individuals and businesses. See www.bit.ly/2dpHPEV.

The Scottish government has confirmed it will publish its draft Budget for 2017/18 on 15 December.
