City tax advisers could be forgiven for feeling slightly unsteady on their feet at present. The plates are certainly shifting — this was the first Budget statement since filings had been made under the disclosure regime changes are afoot in the corporation tax regime generally IAS look likely to make a major impact on accounting ground rules and the House of Lords has just delivered its words of wisdom on tax avoidance schemes (first work out what the parties have really done and then attempt to work out what the law was trying to achieve in such circumstances).
 
If nothing else PBR 2004 illustrated the sheer variety of tasks facing the new combined Treasury/Inland Revenue/Customs tax...
