The EC’s proposals for a definitive VAT system

What is the EC’s action plan on VAT?

On 7 April 2016 the European Commission published its action plan on VAT titled Towards a single EU VAT area: time to decide. Broadly the objectives of the proposed reforms include:

  • adapting the EU VAT system to the global digital and mobile economy;
  • supporting the needs of small and medium-sized businesses (SMEs);
  • providing for an adequate rates policy;
  • addressing cross-border fraud; and
  • helping EU member states to close the gap between expected and actual revenue collections (the ‘VAT gap’).
