The Excise Goods (Holding, Movement and Duty Point) (Amendment) Regulations, SI 2019/1510, have the effect of including the Italian municipality of Campione d’Italia and the waters of Lake Lugano within the territory of Italy for excise purposes from 1 January 2020, meaning the same rules will apply in relation to movements of excise goods to and from those territories as apply to movements between the UK and all other EU member states.
