HMRC has decided not to appeal against a recent tribunal decision that ‘photo books’ were zero-rated for VAT purposes. Revenue & Customs Brief 04/12 explains that generally, HMRC will accept that a photo book which has several pages and a cover stiffer than its pages, and is bound, will qualify for zero-rating as a book.
