The All-Party Parliamentary Loan Charge & Taxpayer Fairness Group (APPG) has called for the establishment of an independent taxpayer advocate service (TAS) in the UK similar to the model established in the US and as discussed with HMRC in a meeting in July 2024. In a letter to the Chancellor the Group raises what it calls a ‘serious systematic problem with the way HMRC treats taxpayers often seeking tax through intimidation and the threat of court action’ citing the loan charge and IR35 are examples of ‘abuses of power’.
The Group proposes that a UK taxpayer advocate service would need to be genuinely independent of HMRC and urges ministers to act at the same time acknowledging and welcoming the appointment of James Murray Exchequer Secretary as Chair of the HMRC Board.
