The final Commons stages of the National Insurance Contributions (NIC) Bill took place on 10 December 2013. The government has tabled some amendments to implement announcements made in the Autumn Statement 2013, including:

  • removing employer’s NIC in relation to existing and newly employed earners under the age of 21 from April 2015, except for those paying higher (or additional) rate income tax (i.e. those earning more than the upper earnings limit of £42,285 per year); and
  • a regulation-making power permitting members of LLPs to be treated as employees in the circumstances set out in the regulations (this is part of the proposals originally set out in the partnerships review consultation document published on 20 May 2013)
