The last year has seen a determination on the part of the Government to get a better grip on the problems in the tax credits system and examine how it can be improved. In May the Treasury and HMRC jointly issued a discussion paper Tax credits: Improving delivery and choice and followed it up with a series of meetings with representative bodies on its main proposals. This document in the range and originality of its proposals is considerably more radical than any other on tax credits hitherto emanating from Government barring the first in 2001.
