Tax Havens Under Siege

In 2002 the OECD published a list of seven unco-operative tax havens. These were identified because of their failure to co-operate in the bilateral exchange of tax information and to meet international transparency standards. At the present time only three countries remain on that list: Andorra Monaco and Liechtenstein.
 
It has to be stressed that there is absolutely nothing inherently wrong in the use of a structure established in a tax haven. However events of the last few weeks have underlined the determination of OECD member countries to tackle the long-standing problem of their citizens using structures established in these most opaque jurisdictions...
