VAT second-hand car scheme

Following concerns expressed by second-hand car dealers in Northern Ireland regarding the non-application of the second-hand car VAT margin scheme in respect of motor cars moved from Great Britain to Northern Ireland, the Chancellor of the Duchy of Lancaster, Michael Gove MP announced on 13 January (Commons Hansard, Vol 687 No 159 p 299) that the Treasury and HMRC will reinstate a margin scheme in order to ensure that Northern Ireland customers need pay no more than those in any other part of the UK. This was followed by the Prime Minister’s comments to the House of Commons Liaison Committee on the same day. The precise nature of the scheme is not yet clear. VAT Notice 718/1 has also been updated ‘to clarify the use of the scheme between Great Britain and Northern Ireland’.
