Agreeing the ‘right tax at the right time’ is a key aspect of HMRC’s work. We are committed to minimising disputes where we can through supporting Ministers in simplifying the law through improving guidance giving rulings and so on. But realistically there will always be disputes over what is the ‘right tax’ and resolving these disputes represents a large proportion of compliance intervention work as well as a proportion of pre-return advisory work.
 
Disputes can be very expensive – both in time and legal fees. And as well as being non-productive the costs fall on both parties which means that HMRC has a double interest in reducing them both...
