HM Treasury and the Welsh government have confirmed that the Welsh Revenue Authority (WRA) and HMRC are ready to implement land transaction tax and landfill disposals tax from April 2018 and Welsh rates of income tax from April 2019.

The Tax Collection and Management (Reimbursement Arrangements) (Wales) Regulations, SI 2018/88, set out the provisions that businesses must include in ‘reimbursement arrangements’ to ensure they are not unjustly enriched when claiming repayments of tax overpaid to the Welsh Revenue Authority (WRA). Customers who have in effect borne all or part of the tax originally paid to WRA must be reimbursed no later than 90 days after the claimant receives repayment. The regulations come into force on 1 April 2018.
